It is about the freedom to make decisions in matters that affect their lives; the freedom to hold others accountable for their promises, the freedom to influence development in their communities.

Many decisions are made by groups rather than by individuals, and a person’s ability to affect collective choices varies greatly in different contexts, as we shall discuss later. 3).
